Luke Shapiro (Josh Peck) is quite a troubled teenager, he spends his final free summer before heading off to college selling dope, he also trades it with his shrink (Ben Kingsley) for therapy.

The film is set in New York during the summer of 1994, the back streets of NYC are full of hip-hop blasting from boom-boxes and there's a distinct smell of weed (marijuana) unfortunately for our lead character Luke, things are about to change, a new mayor has just claimed his land and he's determined on cutting down on such anti-social behaviour as graffiti, public drinking and noisy radios.

Between therapy sessions Luke finds himself falling for his shrink's step daughter, Stephanie played by Olivia Thirlby. The lead cast is completed by Mary Kate Olsen, Method Man and Famke Janssen.
