The 28-year-old actor - who starred as Dan Humphrey alongside Blake Lively on The CW series from 2007 to 2012 - has admitted the ending of the show was somewhat confusing when his character was unveiled as the infamous anonymous blogger after whom the series is named.
He explained: ''It doesn't make sense at all. It wouldn't have made sense for anybody. 'Gossip Girl' doesn't make sense!''
However, he insists of all the characters on the show, Dan made a believable 'Gossip Girl' as he was a published writer.
He added: ''But no, it made enough sense. He was a writer.''
Meanwhile, Penn has moved on from his 'Gossip Girl' days and now performs in the indie band MOTHXR.
The star - whose single 'Easy' topped the Billboard and Twitter Emerging Artist list this week after their video was released online - credits the band's easygoing and spontaneous approach to music making for its success.
He told PEOPLE: ''That video, it has a surprising depth to it that none of us could have anticipated, and I think that also reflects the way we create music.
''Because of just the way we're all constantly involved in other projects, we've never had a lot of time to spend, and it just comes together.
''But I think that's the best way to be in the creative process. The writing can kind of come through you, and you don't take too much time to judge it, you just kind of go, you know? And then at the end of the day, you might have something that's really worthwhile.''
